Our Mission

To build a stronger Chinese community by bringing Chinese residents together, and to provide assistance and services in a welcoming environment.

Gilbert Cheung - President

A retired banker from Hong Kong, driven by the vision of revitalizing the historic Chinatown, has dedicated over 15 years to serving the various societies within Victoria & Chinatown. Recognizing the pressing need for a dedicated service center to reinvigorate the Chinese community and attract its return to Chinatown, he spearheaded the initiative to establish the Chinese Community Services Centre (CCSC), which was successfully realized in 2018.

Frank Kung - Vice President

Frank's diverse and impactful professional journey includes roles in a medical laboratory, director of the Chinatown Care Center,  and  as an officer with BC Ferries, where he led both the ferry operations team and a first aid team. He also invested in and operated Victoria's first Cantonese-style restaurant. As an early immigrant himself, he is dedicated to preserving cultural connections and supporting individuals facing the challenges of resettlement.

Alan Yuen - Vice President

Allen, a former business owner and an early immigrant, chose to play an active role in bridging the gap between Chinese immigrants and the broader community.

Nora Butz - Secretary

Nora was born in Hong Kong and at age 6 came to Victoria, BC Canada where she grew up, attended school, raised her family, worked and continues with a strong commitment in ‘retirement’ very much engaged in Victoria’s Chinese and broader community. 

 

Nora spent 25 years working for Canada Safeway before changing careers to work for the United Food and Commercial Workers Union (UFCW) as a Union Representative.
A defender of human rights Nora was appointed by Premier Ujjal Dosanjh as Chair of the Human Rights Advisory Council for British Columbia from 2000 - 2005.

 

Nora is President of the Yen Wo Society, custodians of Tam Kung Temple, the oldest Chinese temple in Canada. Nora is also Chinese Community Services Centre (CCSC) Board Secretary and President of the Chinese Consolidated Benevolent Association (CCBA) Housing Society. 

Peter Yeung - Treasurer

Mr. Peter Yeung holds a Master of Public Administration (MPA) and is a Chartered Professional Accountant (CPA). Actively engaged in community service, he has served as treasurer for multiple organizations, including the Chinese Community Services Centre, Chinatown Care Centre, and various Chinese and intercultural associations. Driven by a desire to give back, he focuses on fostering connections among Chinese residents and encouraging youth participation at the Centre, addressing the challenges of community outreach and engagement.

Theresa Chen - Director

Theresa is a retired banker in Canada. With over 40 years experience in customer support specialist, a dedication to solving problems and a love for helping people, she ensures every customer has a positive experience. She has honked her skills in patience and empathy. Outside work, contributing to local well-being through actions like volunteering time, Theresa continues supporting the local community and to build a stronger, more connected place for everyone/

Venus Cheung - Director

With a background in early childhood education and exposure to the helping professions during her studies, Venus is committed to serving in education and volunteering. Her experience as the External Vice-President of the UVic Hong Kong Student Association has deepened my interest in being involved with the Chinese Canadian community. 
Hearing stories from the older generation has inspired her to take a more active role in fostering cultural awareness and intergenerational connections by engaging younger generations in their Chinese heritage, with the goals of strengthening cultural identity and community belonging.

Gary Sum - Director

I'm an uninvited settler on the traditional territories of the W̱SÁNEĆ and lək̓ʷəŋən nations. I recognize this land holds your culture, spirituality, history and homes; I'm thankful that I can continue to live, work and ride bikes on these traditional territories. I was born and raised in Victoria, and am a teacher in the Saanich School District. Many years ago I graduated from the Victoria Public Chinese School and try to keep active in my volunteering whenever the school needs some help.

Eric Tse - Director

Eric has a strong engineer background in IT field, motivated by a commitment to preserve Chinese culture and ensure its continuation for future generations. He aspires to become a director at CCSC where he aims to engage with the community and strengthen connections by providing support and resources that address the needs of the community.

​Charles Yang - Director

Charles Yang was born and raised in Victoria. He studied at the Chinese Public School for many years and has spent much time roaming the streets of Chinatown and beyond. 
Charles’ presence on the CCSC Board provides an Intergenerational connection to undertakings. As a computer analyst/IT professional Charles supports and advises on CCSC’s tech and communications matters

Lily Yee - Director

Born and raised in Victoria, Lily has been actively involved in Greater Victoria's Chinese community for over 35 years. This has been through her work with the Victoria Chinatown Lioness Lions Club, where she has served as President for the past 6 years.
Lily brings a strong background in volunteering and community fundraising complemented by extensive connections within the hospitality industry. She is an organizer extraordinaire committed to sharing culture and community among various groups she is involved with.
In addition to her role as a CCSC Board member, Lily serves as well on the Board of Directors for the Victoria Nikkei Cultural Society and as an Executive Member of 'Asia in Victoria'. the item and include any relevant details. Click to edit the text.
